That's one way, but a bit overly complex. Here's the easy way:
<tr:table id"aTable" ...
<tr:column>
<tr:commandLink id="suggester" partialSubmit="true"...
...
</tr:table>
<tr:selectOneListbox id="suggestion" partialTriggers="aTable:suggester">
