Hello again. Finally got it to work with JDK builds of 8, 10 and 11, so in the end it was probably something about the way I pointed Netbeans at the path.

When you run java --version what output do you get? Can you paste the output of this from your machine? How would that be possible anyway, JDK 11 was released months after NetBeans 9.
