Hello there I can verify that something similar happened on creating a c++ project from scratch, building it and then running it on Netbeans 10 vc3 (JavaSE 11.0.1), all with mingw64 on top of MSYS2. Problem is it only happened once, on the very first project created and compiled in this manner, after which it only took a clean compile and run for it to work smoothly, as it should. No further C/C++ projects created caused the error to appear.
Are you still using Netbeans 8.2? Is the compiler mingw with msys? Should it be useful, could you say which versions and or components of the mingw toolchain or Netbeans you are experiencing this on? Hope it helps Emilio G.
