Dear Geertjan, I think we're at cross-purposes here. My Project Properties doesn't have tabs - see the attached screenshot. I tried a new project using Maven and that does have tabs. So it seems to be an Ant problem.

Generated originally on NB version <=8 (can't remember exactly which version - it was a long time ago) by the usual method - select "Java application" and click "New | JFrame" - design & program from there.
