Payara Server Plugin requires incubator-netbeans-release-404-on-20190319 in NetBeans 11.1

Trying to install the Payara Server plugin in NetBeans 11.1 on Windows
10 results in error. Steps to reproduce: 

Install NB 11.1 

Click Tools - Plugins and select Payara Server from Available Plugins 

Click Install 

This is what I see:
