Interestingly, my build from the PR I put in against NETBEANS-4328 doesn't suffer from this - I think it may have the effect of changing the dependency resolution order. Be good to know if that's replicable. After that section with the IllegalArgumentException it manages to continue and enable the rest of the required modules.
