Specifically on Windows it does use the FallbackProvider and the passwords are stored encrypted in %USERPROFILE%\AppData\Roaming\NetBeans\[VERSION]\config\Preferences\org\netbeans\modules\keyring where [VERSION] is 12.2 or whatever. >
