Can you try switching to another Look and Feel, eg. Nimbus?  You'll
need to tick "Show all look and feels" to select.

This reminds me of an issue I had with a lot of dialogs on ChromeOS
that was fixed at https://github.com/JFormDesigner/FlatLaf/issues/1029

I just checked and that particular popup is still broken on ChromeOS
using FlatLaf but not Nimbus.

You could also try running

netbeans -J-Dwebswing.rootDir=chrome

This fixes it for me.  It's a workaround to force lightweight popups in FlatLaf.

Please confirm if the same fix works for you as it might be there is
more to fix in the look and feel here.
