NetBeans does currently not ship with a provider for task/issue systems. The last two providers were for bugzilla and local tasks, which were both removed in NB 29 (#9051). (Kenai was removed in NB 22 #7198)
The UI node on the services tab is still there for plugins as integration point which use the API. there is some generic support: Since issue systems are often where the code is these days. Usually all you have to do is to reference an ID in a commit message. The git integration UI should be able to open the right page when issue/PR/MR links are clicked without having to configure anything.
