Dave The issue you flag might be related. In the 1.15/1.16 lines we've improved a good bit of funky lifecycle state handling.
If you're able I recommend trying this on the 1.16.3 release for both NiFi and Registry. If that still occurs we would like to see the nifi-app.log entries of nifi.
