Ah interesting, in this case that's ok because I'm not using Geoserver for
the base layer but if I was I'd have a catch 22.  Can't use the new feature
because I need a layer to get the bounds but I need the bounds to request
the layer!

Gotta have a layer. Add a base layer, and give it another go.
