Yes, it's possible. This is GeoExt-related question, but the answer is short so I'll provide it here. Add toggleGroup:"groupname" in your GeoExt actions, and set pressed:true in the GeoExt action corresponding to your default control, and pressed:false in the other GeoExt actions.
