I noticed the SRS value in the GetCapabilities return is messed up: <SRS>EPSG:EPSG:4269</SRS>
This might be a typo in your GeoServer layer. Try changing that first. In line with this, your WFS request has EPSG:4326 as SRS and your layer may not provide EPSG:4326.
