Yes - start with http://docs.geoserver.org/stable/en/user/styling/sld-cookbook/points.html#attribute-based-point which shows how to set radius by magnitude, there are other sections which will cover transparency and color which you can set to properties as with radius. You may also need to look at functions to do some normalization of variables (http://docs.geoserver.org/stable/en/user/filter/function_reference.html#math-functions).
