My Web Service doesn't accept 'gif' value for image format. However, it
accepts another parameter called 'image_transparency' with values of either
'rgb' or 'argb'. Setting it to 'argb' solved the problem. Now, the
transparency of the outer layers working perfect with IE.

Now the problem is solved.
