My Web Service doesn't accept 'gif' value for image format. However, it accepts another parameter called 'image_transparency' with values of either 'rgb' or 'argb'. Setting it to 'argb' solved the problem. Now, the transparency of the outer layers working perfect with IE.
Now the problem is solved. Thank you all for your responses.
