Mapnik (http://mapnik.org/) is an excellent tool for creating your own map tiles. I used some of the resources from the Open Street Map project with Mapnik to build a map tile set. There's a great tutorial here that you may find helpful: http://weait.com/content/build-your-own-openstreetmap-server
