Try to run the java command which is in the .bat file yourself.
Looks lik there might be a problem with a space somehow.

C:\Users\Owner>echo

C:\Program
Files\Java\jdk1.7.0_45\bin\java

%OPENNLP_HOME%
C:\VineetChanda\apache-opennlp-1.5.3
C:\Users\Owner>echo
%Path%
C:\Windows\system32;C:\Windows;C:\Windows\System32\Wbem;C:\Windows\System32\WindowsPowerShell\v1.0\;C:\VineetChanda\apache-opennlp-1.5.3\bin
Any help will be greatly
appreciated. I’ve spent many days somehow this is still not working.
