Usually this is onder insert -> comments. but the way comments are displayed in writer is on a separate comment column beside the page.
I have searche on the bugzilla site for bugs related to comments from MSO. I found this bug related to comments https://issues.apache.org/ooo/show_bug.cgi?id=113059 But this doesnt seem to be your case.
