You are in Windows 64 bit, OpenOffice is a 32 bit application and needs a 32 bit Java Runtime Environment. I assume you have a 64 bit JRE installed, this is the usual case when you use your 64 bit browser to download it from java.com; it seems that sites does not allow to select the JRE architecture and offers only the JRE according to your browser/system; if so, try the Oracle site: http://www.oracle.com/technetwork/java/javase/downloads/index.html and download the JREWindows x86 JRE.
