This is not an OpenOffice error. Extensions can provide their update URL (i.e., the URL to a file that will contain information on the latest available release). Most extensions leave it empty, and in this case a "standard" update URL from extensions.openoffice.org will be used; but if an extension author specifies an external URL, then this URL will be queried; and if this URL is not existing, you will get an error, but the responsibility in only of the extension author.

The fact that both the Extensions site and the OOOP project are hosted on SourceForge is a mere coincidence.

when the extension manager shows an available extention, clicking
'Install' only takes you to the sourceforge extention page where you
then can only download - there is no option to actually "Install" the
extention

There are two installation methods: the direct installation and the web-based installation. The current Extensions site relying on the SourceForge mirror networks only supports the latter. But if one uses his own hosting he can provide the former option too, so "Install" still makes sense for those cases.
