Writing Aids
Here you find a section User defined dictionaries.

This option is much simpler to use, but it does not give you something you can distribute (yes, in theory one could distribute a custom dictionary, but it can't be packaged as extension yet).
You're right if you want to make an official dictionary, but once you make it you have to maintain it as
others rely on it.
Often you use a mixture of words / expressions that are known only by a small number of people.
