Writing without checking, my understanding is the the basic measurement in OpenOffice is the twip (i.e, 1/20 point, where there are 72 points to the inch). So by specifying in points to two decimal places, one ought be able to get an accuracy of 0.0007 in (give or take a hair or two!)
