Repeated failure at the end of a download sometimes happens when there is a small difficulty with the way the ending of the transmission is handled between the download site and the download manager in Internet Explorer. I don't recall seeing that happen with the official downloads for Apache OpenOffice 4.1.1, however.
First, make certain that you are using the official download site at <http://openoffice.org/download>. If you remember where you were having the file downloaded, you may find that the file is there with this name, "Apache_OpenOffice_4.1.1_Win_x86_install_en-US.exe" except the .exe is also followed by some mystery characters. The file size should be shown as 137,551 KB in Windows 8.1. If that is the case, rename the file so the extra following characters are removed and the name is just "Apache_OpenOffice_4.1.1_Win_x86_install_en-US.exe". Then try to run that. The installer checks the file for its own correctness. If it is actually corrupted, it will fail. If not it will install. But if that is not the name, or that is not the size.
