The phones run on a different hardware platform.  An x86 or x64 version of 
OpenOffice will not run on it.  The Acer m220 has a Qualcomm Snapdragon ARM 
processor, and that Windows Phone 8.1 processor will not run Windows desktop 
(x86 or x64) applications.

There is no separate distribution of Apache OpenOffice that is available for 
Windows Phone 8.1 or Windows 10 Phones.  The same applies for iPhones, iPads, 
and Android devices.

At this time, there is no roadmap for producing such versions of Apache 
OpenOffice.

To see if there is anything that supports OpenDocument Format (ODF) documents 
to any degree, it is necessary to go to the Store/Marketplace on the phone and 
see what might be available.  Please note that even if there appears to be some 
relationship to OpenOffice (documents), Apache OpenOffice has no knowledge of 
that software and cannot support it.

It is more likely that your best choice is to use the Microsoft Office 
applications that come with Windows 8.1 Phone and interchange them with others 
(and your desktop computer) using OneDrive.  If you use the same account on the 
phone as on the desktop computer, you should be able to edit those documents 
via OneDrive on the Web without having to install Microsoft Office on the 
desktop PC.  You will have to experiment to see how those files, if brought 
down to your PC, work with Apache OpenOffice.  You can also move documents to 
OneDrive and see how well they work on your phone using the provided Microsoft 
Software.

If the smart phone runs Windows 8.1, the existing Windows version of OpenOffice 
ought run on it, unless there are such serious differences in the 
implementation of Windows 8.1 on the phone as to prevent this.  In which case I 
would have expected the Windows version to have been renamed/renumbered.
