A few years ago I had a problem where an installer .exe downloaded from a particular site would always then failed an integrity check when I attempted to run it. While there were no size discrepancies, when I compared the binary files of repeated downloads I would find byte differences.
It was all right if the file was obtained from an alternative site. Later, after having increasing difficulty streaming videos, I worked with my ISP troubleshooter to determine that it was a memory problem in my household router/gateway. Large block sizes used in the arriving packets would be subject to the defect. I replaced the residential router/gateway and that particular problem has never recurred. That is not to suggest you are having that problem.
