That is an Excel Template file for OOXML Spreadsheets. Apache OpenOffice does recognize such files. There may be some detail that is causing problems.
You can attempt to open the file as if it is a regular Excel document by renaming it to have name *.xlsx and seeing how that works. What more can be said about how OpenOffice stops?
