_The Apache Software Foundation_ is a 501(c)(3) organization, and as

There is a great deal of difference between a tax credit, and a deduction. All business expenses are deductible. Companies and individuals providing
for the general good of society, need to be compensated if one wants them
to do as well as competitors that don't.

Companies that donate to 501(c)(3) organizations can, and usually do
deduct it, when it comes to paying taxes.
I repeat, deductions and credits are vastly different.

For companies that contribute developers, their costs are no greater
than that organizations whose developers work on closed source software.
True, but competitors can use their work, but they can't use competitors.
