Microsoft have successfully conditioned Windows users to behave like "Pavlov's Dogs" (http://www.dictionary.com/browse/pavlov-s-dogs) and WRONGLY believe that uninstall/reinstall/restart fixes ALL Windows issues. The fact that you experience the same problem with LibreOffice, which has an independent and unrelated configuration is a good indication that the issue is being generated by your system configuration. Try renaming (recommended) or deleting your "User Profile". If my suggestions do do help to resolve your issue please write back to the mailing list and maybe another list contributor can offer a possible solution.
