I don't think OO allows this to be changed.  I believe that it requires
semicolon because some locales use a comma as the decimal separator.  There
may be a language locale that would accept comma as the separator, but
you'd have to experiment to find out, and it would likely change the
currency character (and spelling dictionary).  Locales are specified under
options/preferences "Language Settings".  (Note:  LibreOffice does allow
specification of the parameter separator independent of locale).
