i suggest you do the following:

1. insert the CD
2. go to Start - Programs - Accessories - Explorer
3. on the left, click on the letter of the CD-drive, say D:\, to open the contents of the CD
4. in the folders you'll find on the CD, find a file named OOo1.1.x_WinIntel_install.exe (or similar) and double-click it.
this will run the installation program, where you'll have to select a folder to install the program to (you can leave the default) and a couple of other things.
5. when installation completes, go to C:\Program files\OpenOffice.org1.1.x\ folder and find soffice.exe. double-click it, to run OOo for the first time.
6. now you can safely remove the CD from the drive.
