[users] How do I submit a feature request???

I have a feature to request which I believe would be beneficial to the 
engineering (and probably other) professions, but I cannot figure out 
how to submit the request.

I asked this mailing list if such a feature existed, and concluded from 
the responses that it doesn't.  It was suggested that I submit it as a 
feature request on the website, but now that I have my thoughts together 
on the subject, I can't figure out where to submit it.

Suggestions?
