Select the cells you want to merge, then select 'format / merge cells / define'.

Also I have a problem of compatibility with full stops (.) and commas (,).
I'm from Italy and I realise that decimal values are separated in two manners because of metric system:
Whit commas ( Italy France )
Whit full stops ( dots ) ( al the rest of world )
My precise problem is coming up whan I import documents from DBs of our bank account's or lists of data that are formatted in one of above specified manners.
I found the way to fix this in your documentation site, but from my point of view this is not very intuitive and switable to use for normale users, I refer to switching between language settings:

My suggestion is to make a window that will appear whan a user whant to import a file with data where he/she can configure/set what kind of formatting will use, for example:
234.0 234.56 234
The user will set in this case the DOT sign like decimal divisory
234.234,45 234.234,324 In this case the user will set the COMMA like decilam divisory.
As you can see this way of importing non standard formatted data will be a grater way of solveing this question than in EXEL.
Why?
Because the user can set by him/her self the settings of decimal divisory and will not need to change the language settings like now.
