I updated to OOo 1.1.4 on the latest Fedora Linux platform. The check
sum matches. I followed the setup guide as closely as possible. As it
insists, I did a multiuser l.l.4 installation, first as root and then as
user. All worked well, but on invoking Help, the usual help window
appears, blank, except for the following precise message in the right
hand pane:
The requested document does not exist in the database !!
The SETUP_GUIDE.pdf that came in the download image says something about
setting permissions at the beginning, no details. It seems that
permissions for every thing but Help are just fine, since everything but
Help works.
Therefore, I checked only the permissions for the files at:
/usr/lib/openoffice/help/
This is the only path on the computer containing both "openoffice*" and
"help" directories. I searched from root, showing hidden files and
folders, non-case-sensitive. The command "umask -S" gives
"u=rwx,g=rwx,o=rx" for all directories. Almost promiscuous! As to
whether this is indeed the missing data, contents follow.
In /help/ "ls" gives:

All but "main_transform.xsl" are directories.

Only "*.idx" are folders.
The folder "sbasiic.idx" (for example) gives a list of:

If the directories are not default, I didn't change them. They may be
different because the installation was an update.
IN SUMMARY, apparently the help files exist. Alas the OOo 1.1.4 help
engine does not know that fact. Can I "tell" the program where they are?
Is it possible to move them to where the program is looking?
If such requires dealing with configuration files or scripts, please be
gentle. I'm not really a Linux geek yet.
