OOo has a crop feature, but I've not been able to find out if it has a 'handle edit' feature like Word's. If you select a photo, right click and select 'graphics' you'll get a dialogue with several tabs. One of them is 'crop'. On that dialogue you can enter the crop distance from each edge of the original. There's a preview so you can see what you're going to get.
