Almost always a corrupted/wrong version of Msvcrt.dll.

Currently I have (6) versions of this file from various sources. Each
one insists on installing it's modified version, deleting the 'old'.
(I've been 'taught' to back up .dll's, .sys, etc, files to an offline
drive so that WHEN this crap happens, I can spend a few hours getting
things back together.....
Possibly your scanreg 'fix' "returned your registry to it's 'ORIGINAL'
settings", like when you bought the computer. (Thanks, Bill for a
program to do this......). A similar fix is
sfc(SystemFileChecker)(Don'tUse It)

The one i am using is Msvcrt.dll  version 6.10.8637.0  7/30/02
(on a win98se machine)
This is a Microsoft (R) Visual C++ Runtime Library
It is located in the Win/system directory. 
You may find a copy on one of your original install disks or go to M$
website.
