[users] Positioning graphics in Writer

Working with graphic objects in Writer---  I cannot position them 
precisely.  Arrow keys move them maybe 10-20 pixels per keystroke.  
Moving my hand is hit and miss---there is a lot of "jumping" as they try 
to align with other features.

Other than turning off "snap to grid", I cant find a control that is 
relevant to this behavior.
