I'm using developer snapshot 1.9.84. What version are you using? What
do you mean by "paragraph designer?" If you have the Styles &
Formatting list is up, with Chapter Styles selected at the bottom,
right-click on Title and select Modify..., select Indents & Spacing tab,
change Spacing Above Paragraph to 2.0 in, and click OK.
This worked for me.
