I don't know how to find out if the function is already assigned to a keystroke, but to assign it to one of your choice do this:
Right-click the toolbar area and choose 'configure'.
Select the 'keyboard' tab on the configuration dialogue.
In the 'shortcut keys' pane, pick a key to assign to the function.
In the 'category' pane select 'document'.
In the 'function' pane select 'edit file'.
At the top right, check that 'Writer' is selected.
Click 'modify'.
Close the dialogue.
