[users] OOo 2 fails to launch when other instances open

I'm noticing a consistent problem in opening swriter when other 
instances of OOo are already open. I get the hourglass cursor, 
but then nothing ensues.

Sometimes I'll see the attempts registered as extra instances of 
swriter in Task Manager, sometimes not.

The only way to open the desired file is to first close the open 
instances.
