I think what you are referring to is the Data Validity function in Excel and now in OOo 2.0. It doesn't exist in any 1.x version of OOo.
In 1.1.x, see Help > Contents > Index > Search term > validity; checking.
Granted data validation in 2.0 should be better and closer to that of Excel.
Exactly so. I was referring to the addition of the List and Cell Range selections which give the Excel-like dropdown lists.
