Try opening up calc through the start menu or however you normally start
it up when ready to do something on a new file. Click on file, open.
Go to the file and click on it once. Then in the File of Type box,
select Text CSV. Then hit open. You should then get a box that lets
you select how the document should be formatted. The defaults should
work for you.

So on my first try I downloaded the file to Desktop and double clicked
on it. Since it was an unregistered extension, I was asked which
program I wanted to open the file with. I selected OpenOffice and the
file proceeded to open in Writer. Not what I was hoping for.
My second try involved going into Control Panel to register the .dat
extension to open in Calc. After doing that, I tried opening the file
again. Same results.
Those were my best ideas, I've tried a couple of things that I thought
were long-shots and indeed they did not work either.
Assistance, of course, would be greatly appreciated.
