I am trying to get OOo 1.9.95 to open certain Word doc files (which are produced by one of the programs I use) in a certain way.
Under Tools > Options I have found settings for the zoom factor etc., but I can't see a way for the following:
1. Set default view to "Web Layout"
2. Turn off "Text Boundaries"
Also, it would be nice if I could automatically reduce the size of the table boundaries (from 0.5 pt to 0.05 pt), but I presume this information is stored within the doc file, and I would have to use a macro or shortcut - perhaps such a shortcut exists already?

If I understand correctly, you want to find the settings that allow OOo to read your mind. I haven't found those myself.
The operating system and the program have only certain embedded data to determine how to render a file. One item is the file extension. Another is attributes that are saved with the file. What you are doing to achieve the appearance you want is modifying the saved attributes. What you are asking is that the program modify the saved attributes selectively upon opening a file depending upon information that isn't saved with the file. Neat trick but not very likely.
You started in the right direction when you surmised that macros could help solve your dilemma. Hopefully Mr. Pitonyak will read this and point you to a section of his writings which address your requirements.
