AFAIK this used to be possible with an OOo custom installation. If you
didn't accept the standard setup routine but clicked on "custom" or
"personalized" or whatever it is called (it's been a while since I last
installed OOo), you could check or uncheck the modules (Writer, Calc,
...) you want or don't want to install.

I don't think this has changed.
