There are various ways of creating this. Inserting tables can be done using the icon on the main tool bar.
Within a particular cell in a table you can either insert > picture > from file then select the picture that you want inserted. When you insert you have the option to either link or embed the graphic. Alternatively (for linking) you can insert > hyperlink. In the dialog simply select the graphic that you want linked to and write some text that you want displayed...
