Hi Dan, A few simple thoughts re your download problems, but some I thought to 
add:
 
If you are by chance running Norton AV, Systemworks or another Symantec program 
with anti virus, disabling it may help you download OOo. 
If you have a DSL or Cable modem/ router system, you have a built-in firewall 
for integrity, so disable any Personal Firewall software during the download. 
If- as Doug notes- you have dial-up, you need a copy of the OOo cd's & 
shouldn't attempt downloading online [CD download is always preferable].
Lastly... If running Win NT/ XP/ Media, the entire Win XP family has NO 
separate MSI [program installer]; actually it's there, but inherent- not 
separate as in earlier versions of MS WIN. You may need to download an MSI for 
Win98 for the OOo download due to MS blocking non-proprietary program downloads 
which CAN occur. 
 
Like Doug, I have my own "downloads" Directory and a "downloads" file with a 
link to it on my desktop; this allows me to control the d/l's in my computer 
and recognize an incompatibility if my system gets quirky after a new install 
or if my DSL is being hijacked [which is detectable when you are running only a 
few small programs, and your computer sounds like it's going in a much busier 
direction]. 
 
1. Download an MSI to a download file [from Microsoft's website [unless you can 
find one elsewhere]. Your best bet is to choose a version to run in Win98 since 
it was MS's most stable O/S [in my opinion anyway].  
2. Install the MSI to your downloads file [or desktop, if you prefer]. 

3. Change the MSI's compatibility to Win98 [or whatever the MSI version you 
installed requires] if your O/S in Win NT and the MSI d/l in for Win98. 
4. Temporarily disable ALL Symantec A/V programs when ready to install OOo [NAV 
is famous for disallowing d/l's].
5. Temporarily disable any software Firewall Programs [which may not recognize 
OOo].
6. In the OOo installation [if by CD], choose the option to remove any program 
fragments which are on your system. Verify through Windows Explorer that ALL 
fragments of the earlier attempts to install OOo are gone. 
7. Reboot your computer, & upon Restart. Again disable NAV & any firewall 
software products.
8. Begin an OOo clean download, & hopefully, installation will follow.

Hello Dan,

A couple of possibilities come to mind that may cause your 
problem.
1.  The download was terminated prematurely and the file wasn't 
saved. I used to see this problem frequently using dialup.  The 
download would seemingly come to a proper end but it never really closed the 
process so the temporary file wasn't made permanent.

2.  You are searching the wrong drive or from somewhere below 
the root directory.  Start your search at C:\ or D:\, etc.

If you continue to have no success locating the downloaded file, 
you will have to do it again.  This time, pay careful attention to 
where you instruct your browser to save the file.  If you don't find it there 
after the download is completed, then see 1., above.

It seems to me that Windows, specifically Internet Explorer, 
defaults to a subdirectory called "Downloaded Files" or "My Downloads", 
something like that, in either the C:\windows or C:\My Documents subdirectory. 
You might try locating a subdirectory with "download" in the 
name, as a first step.

Finally, I long ago solved this kind of problem by creating my 
own "Downloads" subdirectory with numerous vendor and/or software 
specific subdirectories beneath that.  For example, I save all my OOo beta 
downloads to D:\downloads\OpenOffice\Version2.  It helps find downloads months 
or even years after they were originally acquired.

If you are using dialup, I hope you can avoid downloading again 
because of how long it takes.
