     The setup.exe -net is suppose to be run as the Administrator. This 
puts the bulk of the program files in a folder for which all users have 
read privileges but not write privileges. (This is the "server" part.) 
Each user then enters that folder and runs setup.exe. This starts the 
installation of the local files in one of that user's folders. The user 
can then change the way the app works/looks to the extent the program 
permits.
