As to installing under XP, you realize you ought to have administrator
privs to install? i.e. Login as administrator.

If you are attempting to use MSI from the opened zipfile, this will not
likely be successful. You could try executing the 1.9 setup.exe in this
situation or simply copy the contents of the zipfile to your harddisk
and try MSI again.
