I have inserted a frame into the document, and have written inside
the frame. I cannot find any way to flip the frame to upside-down

I don't see any way to flip a frame created normally in Writer. You
need to create a drawing object, but you can do that directly in
Writer. Here's how:
o Go to View | Toolbars > | Drawing - to display the Drawing toolbar.
o Click the Text ("T") button in the Drawing toolbar.
o Drag the cursor in your document to create the text object. (You
can resize and reposition it later.)
o Enter your text into the frame.
o Click outside the object and then single-click it - so as to
display the eight green handles.
o Go to Format | Object > | Position and Size... | Rotation (or
right-click | Position and Size... | Rotation).
o Under "Rotation angle", set Angle to 180 degrees.
