One thing to check is that you have closed the OOo (OpenOffice.org)
"Quickstarter" program. You can do this by right clicking on the icon
(looks like 2 flying birds) in the taskbar tray (close to the clock) and
selecting "Exit Quickstarter" from the pop-up menu. Do NOT reboot your
computer before trying to install 3.0

The other part of the message about "Windows Explorer" suggests that you
have some file browser window open (eg. "My Computer", "My Documents",
etc.) which also needs to be closed. That is not one I have seen before,
but with Windows who knows.

If you are an experienced user, with a recent edition of Windows and the
necessary access privileges, you could "kill" the "soffice" processes
with Windows "Task Manager".

Hope this helps.
