The general term for this is "Text on a Path"
A full drawing program, such as Inkscape can do what you're asking here.
You get full (easy) text kerning with it and control over all aspects of
what you're wanting to create.

I did not have Inkscape the last time I did the work.
I have Corel Draw 12 on this laptop, which I use sometimes.
I have tried Inkscape, but not much. I will see if I can
get them to work with what I needed. Corel Draw seems not
to want to do the work. But I have not worked with it enough
to really know how to do all that it has to offer. There are
not real manuals that come with software these days. Corel
Draw whats you to buy them as an option.
At lease you can download a PDF manual for OOo, and then go to
LULU or other places to buy a "printed versions" for low prices,
compared to that of other software needing printed manuals.

I will see if I can figure out how to do what I need to do
with Inkscape.
It would be nice though to get Fontwork to do more things
with graphical text.
